Test of English as a Foreign Language (TOEFL) is a test that measures English language proficiency of students and workers planning to apply for visas to study or work in a country where English is the language of communication. The test was developed at the Centre for Applied Linguistics under the direction of Stanford University and is administered and designed by Educational Testing Service (ETS), a private non-profit organization.
